Abu Dhabi is taking major steps to become the world’s first AI-enabled government by 2027. Officials recently reviewed key AI and digital transformation initiatives designed to place artificial intelligence at the center of government operations.
Key Leaders Driving the Initiative
The review took place in the presence of Sheikh Khaled bin Mohamed, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, and Sheikh Tahnoon bin Zayed, Deputy Ruler of Abu Dhabi. The Artificial Intelligence and Advanced Technology Council, which oversees AI strategy and innovation in the emirate, chaired the meeting.
Government Digital Strategy 2025–2027
Officials assessed the Government Digital Strategy 2025–2027, which forms the backbone of Abu Dhabi’s AI adoption plan. The strategy focuses on:
- Technology adoption across government departments
- Workforce training in AI tools and systems
- Investment in research to support innovation
Sheikh Tahnoon emphasized programs that train government employees to use AI and initiatives that raise public awareness about the technology. These efforts aim to prepare the workforce and the community for Abu Dhabi’s AI-driven transformation.
Tracking Global AI Trends
The council also reviewed global AI trends, investment opportunities, and ongoing projects across the emirate. Updates were shared by representatives from ADQ, the state-owned holding company, Adnoc, the Department of Government Enablement, and the Mohamed bin Zayed University of Artificial Intelligence (MBZUAI).
Adnoc is working to become the most AI-enabled energy company by 2030, demonstrating how different sectors are adopting AI to improve efficiency and innovation.
Investment and Resource Allocation
Resource allocation is a key component of Abu Dhabi’s AI strategy. The emirate has committed approximately Dh13 billion ($3.53 billion) from now until 2027 to fund AI programs and support innovation across government departments.
At the federal level, UAE Prime Minister Sheikh Mohammed bin Rashid announced that the National Artificial Intelligence System will join the Cabinet as an advisory body from January 2026. The system will provide technical insights, improve decision-making, and support policy efficiency.
Partnerships with Global AI Leaders
Recently, President Sheikh Mohamed met with Sam Altman, CEO of OpenAI, in Abu Dhabi. Discussions focused on partnerships with UAE institutions, AI research, and practical applications of AI. Altman also received an honorary doctorate from MBZUAI for his role in advancing generative AI globally.
The Role of the AI and Advanced Technology Council
The Artificial Intelligence and Advanced Technology Council was established to guide policy, research, and investments in AI. Its work supports Abu Dhabi’s goal of becoming a global hub for advanced technology while embedding AI into government services.
